SeaPort Enhanced (SeaPort-e) makes electronic procurement of technical, programmatic, and engineering support services at NAVSEA's Warfare Center community a reality. SeaPort-e extends the current procurement vehicle, SeaPort, by leveraging SeaPort's successful business model and efficiencies. The integration of SeaPort and SeaPort-e emphasizes NAVSEA's strong commitment to the Navy’s customers and industry partners. Together, SeaPort and SeaPort-e will help NAVSEA reduce costs and promote business efficiencies in the effort to lead the Navy on a successful course.

ESS will operate in accordance with its Total Quality Program. Five (5) elements constitute ESS’s Total Quality Program, which is an expression of ESS’s corporate strategy: 1) customer satisfaction, 2) leadership, 3) measurement, 4) process improvement, and 5) total participation.
Leadership at all levels is important at ESS. Key leadership actions to assure quality products and services include customer recognition, customer satisfaction, a focus on quality, monitoring results, quick and decisive responses, foster an atmosphere of cooperation, foster communication, and operate on a people oriented basis.
A separate Quality Management staff will oversee all quality assurance (QA) and quality control (QC) activities. This will ensure independent audit and validation/verification of projects/tasks accomplished under the contract. Key personnel designated by the Government’s Contracting Officer can review ESS QA/QC processes and reports.
At contract initiation, the ESS Project Manager (PM) will meet with the Government Contracting Officer (CO) to establish a regular schedule for contract performance reviews. These reviews will focus on process measures that ensure meeting quality objectives. The ESS PM will work closely with the CO and COR/ACOR to ensure that all contract objectives are satisfied.
The baseline ESS QA/QC Performance Plan includes four (4) quality review steps. First, projects will be reviewed with a peer walk-through. Second, the Quality Management staff schedules management control reviews. Third, the Quality Management staff will perform quality assessment reviews to ensure that team members are adhering to all contract policies and procedures. Finally, the fourth step will be to provide feedback to the staff on performance. These methods will verify that a project is progressing in systematic tasks, and will validate that all projects are being delivered in accordance with accepted performance criteria. ESS has developed detailed QA/QC procedures that specify use of our methods for all Government contracts. ESS will include a summary of the assessed quality factors, specific methods, and participants involved in each activity.
